Document summary

With the introduction of China’s 12th Five Year Plan, March 2011, many of the new and expanded strong policy initiatives and green targets are clear evidence that China’s low carbon policies remain global best-in-class. It is also stated that pilot cap-and-trade systems for carbon and other criteria pollutants will be undertaken. This global leadership particularly contrasts with the stalled efforts at the US Federal level. The Draft Plan establishes goals for 2015. Despite Japan’s Fukushima problems, Deutsche Bank considers that China remains committed to low carbon nuclear energy development as a necessary element of a national decarbonising strategy.
