May’s regional election in Nordrhein-Wesfalen has called into question the assumption that Germany’s nuclear phase-out would not proceed as planned because the political situation has currently been made more complicated at federal level. Now should the phase-out ultimately remain in place Deutsche Bank would expect to raise its ETS-emissions forecasts by 15Mt for 2013 and by up to 40Mt by 2020. This analysis assumes that only 2.1GW of offshore wind capacity will be onstream by 2013 in Germany’s power sector, with the expectation that coal or lignite capacity will account for two-thirds of all new firm capacity by 2013.
