Document summary

As the innovation proceeds, decrease of CO2 emission and lower the average cost of decrement are expected to be attained. The public support system to promote environmental innovation in the global markets should be constructed with international cooperation. However, the existence of uncertainty and the diversity of potential technologies are the obstacle to initiate the innovation in the global market mechanism. We must construct effective schemes to estimate many various and possible technologies to clear the difficulties. This paper proposes a simple and common index of cost and benefit to improve the environmental innovation in the global markets. The governments and the private green funds could use the marginal benefit and the effects of decrement of emission in the global scale as the efficient indexes on financial supports for the environmental innovation
