Although globalisation has improved the living standards of millions growing resource scarcity if unaddressed, means scarcity of food, energy, water, land and key natural assets potentially triggering an intensifying zero sum competition between countries, increasing poverty, state fragility, economic instability, inflation and resource competition. Multilateral organisations working in developing countries have no choice but to take scarcity into account. Key areas in which investment is required are: energy systems and security, agriculture and improved social resilience. Multilateral action is needed to correct market failures; provide ‘signals from the future’; and protect poor people/countries from scarcity effects by financing enhanced resilience.
